Answer: FPGAs need to communicate with other parts of the board such as the CPU cluster and that communication can take anywhere up to 10 milliseconds. When this functionality is integrated as an IP, the latency is reduced to 10 nanoseconds at the most which is a factor of 1000x improvement.
